Learn more about the CT State Building Code
The Connecticut State Building Code (CSBC) applies to all newly-constructed buildings, as well as those undergoing alterations, additions, or changes of use.
In conjunction with the Codes and Standards Committee, the Office of the State Building Inspector (OSBI) establishes the building, electrical, mechanical, plumbing, accessibility, and energy code requirements of the CSBC, necessary to promote the health and safety of the people of Connecticut.

About the Office of the State Building Inspector
OSBI Overview
The Office of the State Building Inspector (OSBI), in conjunction with the Codes & Standards Committee, is responsible for adopting new state building codes. OSBI also ensures state buildings are built and maintained to the state building codes and:
- Provides CSBC information and interpretations
- Reviews building code modification requests
- Responds to design, construction, and public questions
- Issues permits and inspections for some state threshold and non-threshold construction
- Provides information regarding the CSBC

Codes and Standards Committee
The Codes and Standards Committee works with the OSBI and many others to adopt new codes. Code adoption is always happening. It takes a lot of time and work.
Read the Building Code
The 2022 Connecticut State Building Code (CSBC) is based on the International Code Council’s widely-adopted 2021 International Codes and references the ICC A117.1-2017 standard for accessibility. It applies to projects with permit applications filed from October 1, 2022.
Office of Education and Data Management
Performs credentialing for the OSBI. Trains and accredits Building Code Enforcement.
Codes Amendment Subcommittee
Collaborates with the OSBI to adopt new state building and fire safety codes.
