What is CTSource?
Answer: CTsource is the State of Connecticut’s new web-based eProcurement system that delivers procurement process efficiencies, increased transparency and enhances the overall procurement process. CTsource will be available for statewide use once fully implemented.

Do I use my BizNet Login for CTSource?
Answer: No, BizNet login information will remain separate active for those State programs continuing to operate using BizNet. CTsource login credentials must be established in order to access the CTsource eProcurement system.

What can I expect from CTsource?
Answer: CTsource offers suppliers an enhanced online bidding experience and self-management profile. Users can easily view solicitation activity and supplier award data. CTsource allows for 24/7 insight into the status of solicitations for agencies, vendors and public alike.

How will the transition from BizNet to CTsource occur?
Answer: DAS is now in Phase 2 of our CTsource implementation. Phase 1 involved opening supplier registration, migrating existing contracts and launching the CTsource Contract Board and Bid Board. Effective August 2020, DAS Procurement Services and DAS Construction Services will be soliciting and awarding contracts in CTsource. Other State agencies and municipalities will continue to operate using BizNet until brought onboard in Phase 2.

What will be included in Phase 2 of the implementation?
Answer: Phase 2 will bring plenty of training opportunities and new resources to assist in navigating CTsource. Other State agencies, municipalities and not-for-profits will transition to CTsource and have access to the same enhanced procurement functionality that DAS is currently using. Training will be made available through webinar, video recordings and online documentation. Do I need to be registered in CTsource to view postings on the CTsource Bid Board?
Answer:
No, the CTsource Bid Board is available to the public. Registration is not required to view opportunities, however, suppliers must complete the soft registration process to respond to any solicitation. -
How do I get notified when new opportunities are posted on the CTsource Bid Board?
Answer:
Suppliers must complete the soft registration process and select the UNSPSC code(s) that apply to the product and/ or service that the company offers. An automated email will be sent alerting you when a solicitation affiliated with the selected UNSPSC code is posted.

Where can I view bid opportunities?
Answer: Solicitation opportunities can be accessed by clicking the “Bid Board” link from the CTsource homepage. Use the “Solicitation Search” feature in BizNet if seeking opportunities with other state agencies and municipalities until Phase 2 is completed and all entities are transitioned to CTsource.

Where can I access active DAS contracts?
Answer: Active DAS Procurement and DAS Construction Services contracts have been migrated and are accessible by clicking the “Contract Board” link from the CTsource homepage.

Do I need to be registered in CTsource to view the CTsource Contract Board?
Answer: No, the CTsource Contract Board is available to the public. Registration is not required.

Where can I access active contracts awarded by other State agencies cities and towns?
Answer: Use the “Contract/ Results Search” feature in BizNet if seeking archived or expired information.

Where and when can I register?
Answer: Suppliers can self-register at any time by clicking the “Registration” link from the CTsource homepage.

What is the difference between a soft and full registration?
Answer:
Soft registration requires minimal information and will grant immediate access to review solicitation opportunities and respond to solicitation opportunities.
Full registration is completed when logging into WebProcure to upload required company documents such as your IRS W-9 Form, affidavits and insurance certificates. A supplier must be fully registered before they can be awarded any State of Connecticut contract.

Can several staff have access to a single organizations account?
Answer: Yes, CTsource allows the organization’s main contact to grant access and permissions to multiple staff.

Why did I receive an error message that the FEIN Tax ID already exists in the system?
Answer: The organization is already registered. WebProcure Technical Support can assist you in registering under the existing organization by calling 1-866-889-8533 or sending an email to webprocure.support@perfect.com.

What technology is required to access CTsource?
Answer: The CTsource system is fully web-based application. A computer, smart phone or tablet with internet connectivity is required to access CTsource. For best results use Chrome, Edge or Firefox internet browsers.

Answer: The login is available on the CTsource Homepage or by going to the CTsource Login page.

Who do I contact for CTsource technical support?
Answer:
Suppliers with a question or requiring technical support for CTsource can get assistance in two ways:
Live Telephone Customer Support – Is available to all suppliers from 8 AM to 8 PM ET, Weekdays, Monday through Friday by calling, toll-free 1-866-889-8533.
Email Support – Suppliers request support by sending an email to customersupport@proactis.com.
