Analysis of Impediments to Fair Housing Choice
The purpose of this Request for Proposals (RFP) is to obtain the services of a qualified for profit
or not for profit organization, hereinafter referred to as “respondent”, to perform a service for

2019 SSHP Projects Funding Round - DELAYED
The Department of Housing and the Connecticut Housing Finance Authority has announced the 2019 State-Sponsored Housing Portfolio Recapitalization (SSHP) Notice of Funding Availability. In furtherance of the SSHP Capital Plan, DOH and CHFA are making available approximately $19 million for the rehabilitation or redevelopment of eligible SSHP properties. Please note that this NOFA is open only to the eligible properties listed in Exhibit B of the NOFA, and prioritizes projects consistent with the recommendations of the Capital Plan. Applications for funding under this NOFA must be submitted no later than Friday, April 26, 2019 at 4:00 p.m. In order to be eligible for funding, attendance at a pre-application information session will be required. The Department of Housing (DOH) is pleased to announce the new streamlined application process for its predevelopment loan program which is directed to housing developers seeking assistance with predevelopment costs incurred in connection with the construction, rehabilitation, or renovation of housing for low-and moderate-income persons and families. Predevelopment costs are expenses that are not administrative and are necessary before the construction stage of a project begins. Proposed projects to be supported with these predevelopment funds must be eligible for financial assistance from DOH.

Homeless Shelter Capital Needs - CLOSED
The Homeless Shelter Capital Needs Program has been open to applicants on a rolling basis since the fall of 2015. The intent of the program was to provide funding for renovations to homeless shelters in order to provide better access for the homeless population. DOH has received sufficient applicants to fully expend all the funding appropriated for this purpose. As a result, the Shelter Capital Needs Program will be closed and DOH will no longer accept applications for funding.  

Intellectual Disabilities and Autism Spectrum Disorder Housing (“IDASH”) Program - CLOSED
This Notice of Funding Availability is directed to owners of either existing
affordable rental developments or developers of proposed new affordable multifamily rental
developments seeking funding from DOH that are also interested
in creating housing for individuals with intellectual disabilities or individuals with an autism
spectrum disorder.

The HTCC program helps nonprofit developers build affordable housing in Connecticut and gives local businesses an opportunity to invest in the projects. CHFA allocates up to $10 million annually in state tax credits under the HTCC program to  nonprofits developing very low, low and moderate income housing in Connecticut. Private business can buy the tax credits and apply them to their corporate tax. Nonprofit developers use the money for their affordable housing project.Funding from HTCCs has supported the development of an average of 650 affordable units per year and often provides gap financing, allowing many projects to advance. The HTCC program not only supports CHFA's mission of providing residents with high-quality affordable housing but it also builds relationships between nonprofit developers and the business community.

CDBG-Small Cities
Connecticut's Community Development Block Grant (CDBG) Program, also known as the Small Cities Program, provides funding and technical support for projects that achieve local community and economic development objectives. The Small Cities Program principally benefits low-and moderate-income persons. This program is only available to Connecticut towns and cities with populations of less than 50,000. Funding for the Connecticut CDBG program is provided by the U.S. Department of Housing and Urban Development (HUD) under the guidelines of Title I of the Housing and Community Development Act of 1974, as amended. Eligible Activities must meet one of the following CDBG program National Objectives: benefiting low and moderate-income persons, eliminating slum and blight or addressing an urgent need.

Section 811 Project-Based Rental Assistance Program (CT811)
The Connecticut Department of Housing (DOH) is issuing this Request for Qualification (RFQ) to expand the creation of permanent supportive housing (PSH) for extremely low-income persons with disabilities. The purpose of this particular RFQ is to stimulate the creation of new PSH units through the use of new or existing rental housing and placement of Section 811 Project-Based Rental Assistance (PRA), a Federal rental housing assistance program funded by the US Department of Housing and Urban Development (HUD).

For this RFQ, DOH is requesting the submissions from owner/property managers with units in multifamily projects eligible to receive Section 811 PRA. The project-based rental assistance funds are to be used to house non-elderly individuals and families who are income eligible, disabled, eligible for community-based care services, and who belong to one of the three target populations outlined in the Cooperative Agreement and further described in this RFQ.

Connecticut Homeless Management Information System (HMIS) Lead Agency and HMIS System Administration
The Department of Mental Health and Addiction Services, the Department of Housing, the CT Balance of State (CTBOS) Continuum of Care and Opening Doors Fairfield County (ODFC) Continuum of Care and are seeking proposals for a Connecticut Homeless Management Information System (HMIS) Lead Agency and HMIS System Administration Services. The objective of this RFP is to seek applications for a Homeless Management Information System (HMIS) Lead Agency and HMIS System Administration services. One entity may apply to provide both services. Separate entities partnering to provide both services are required to submit a collaborative proposal, with one entity clearly designated as the applicant and lead agency. Proposals for provision of one but not both of the above-mentioned services will not be considered. To receive homeless assistance funding through the U.S. Department of Housing and Urban Development (HUD), communities are required to establish and maintain a Continuum of Care (CoC). CoCs are responsible for coordinating funding, policies, strategies and activities toward ending homelessness in their region. There are two CoCs within the State of Connecticut: The CTBOS and ODFC. Eligible projects include the construction of new, or rehabilitation of existing uninhabited, owner-occupied properties comprising up to four units. Approximately $10 million in financial assistance is anticipated to be made available in this funding round. DOH is seeking proposals from eligible organizations to administer the following five housing subsidy programs for Connecticut's income-eligible families:

CDBG-DR / National Disaster Resilience - Program Management Services
The State of Connecticut (State) has been awarded a Community Development Block Grant –
Disaster Recovery (CDBG-DR) grant through the National Disaster Resilience (NDR) competition
in the amount of $54,277,359. These funds will be used for administration of the grant and six
activities: three infrastructure projects in the City of Bridgeport (University Avenue, the Earthen
Berm, and the Community Resilience Center), two planning projects in the City of Bridgeport
(Floodplain Design Guidelines and District Energy Feasibility Study), and the Connecticut

DOH is seeking proposals from eligible organizations to administer the State funded Homeless Prevention and Response Fund (HPRF) on behalf of DOH. The goal of HPRF is to provide capital funding to eligible property owners to make needed repairs to or provide operating subsidies for existing but as yet uninhabited units and in return for this funding the property owners will rent these units to individuals that are homeless in connection with DOH’s rapid rehousing or supportive housing program. Connecticut Rapid Re-Housing Program
The State of Connecticut, Department of Housing (DOH), is seeking proposals from eligible 501(c)(3) nonprofit organizations and municipalities to provide housing placement and stabilization services, as necessary to assist individuals and families living in shelters or in places not meant for human habitation (e.g. living on the streets or car) to move as quickly as possible into permanent housing and achieve housing stability. Services will be provided within a specified Coordinated Access Network (CAN).
 
The Connecticut Rapid Re-Housing Program (CT RRP) is a statewide initiative designed to assist homeless program participants (individuals and families) as they quickly move out of homelessness and into permanent housing through the provision of time-limited housing supports and strategies with the ultimate goal of housing stability.

Affordable Homeownership Development ProjectsThis Notice of Funding Availability (this “NOFA”) is directed to applicants seeking to create homeownership opportunities for eligible households throughout the State. Assisted properties must be owner-occupied properties comprising 1 to 4 units that create affordable housing units.

The submission deadline for funding applications under this NOFA is 4:00 p.m. on Monday, February 29, 2016. Applications received through the DOH/CHFA SharePoint website prior to the deadline and that meet the minimum threshold requirements described in this NOFA will be considered for funding.

Housing Mobility Counseling and Search Assistance Program
The Department of Housing (DOH) is requesting proposals from qualified organizations to provide tenant education, mobility counseling, and housing search assistance for eligible participants in DOH’s rent subsidy programs: Section 8 Housing Choice Program (Section 8) and Rental Assistance Program (RAP). Services will have a strong emphasis on mobility moves from areas of very low and low opportunity to areas of higher opportunity, with a priority for families with young children.

The Department of Housing is seeking proposals from eligible 501(c)(3) nonprofit organizations to provide housing and supportive services for people living with HIV/AIDS in the State of Connecticut who are homeless or at risk of becoming homeless.

Affordable Housing Innovations - Small Projects
The Department of Housing announces the availability of funding for small multi-family or homeownership projects that create new affordable housing units. To ensure the greatest impact of the State’s financial assistance in meeting the urgent needs of Connecticut residents, the affordable housing development community must continue to find ways to create well-designed, sustainable, cost-effective affordable housing units as efficiently as possible. The goal of this NOFA is to expand affordable housing opportunities by fostering innovation in the creation of affordable multi-family rental housing and homeownership properties in Connecticut. Projects that incorporate innovative approaches, including, for example, with respect to design, location, construction costs, operating costs, environmental sustainability, affordability, and/or the incorporation of support services, and have the potential to be replicated on a larger scale are especially encouraged.

Competitive Housing Assistance for Multifamily Properties 7 (CHAMP 7)
The Department of Housing (“DOH”) is pleased to announce the Competitive Housing Assistance for Multifamily Properties 7 (“CHAMP 7”) Notice of Funding Availability (“NOFA”) directed to owners of existing affordable rental developments and developers of proposed new affordable multifamily rental developments seeking funding from DOH. The goal of this NOFA is to foster the creation and/or preservation of affordable multifamily rental housing in Connecticut to promote healthy lives, strong communities and a robust economy. The CHAMP 7 NOFA includes important changes from prior CHAMP NOFAs including:
  • All proposed developments must include at least one (1) handicap accessible unit. Note that this must be a fully accessible unit and not an adaptable unit. This new requirement will also be applicable to all rehabilitation projects where such actions are feasible within the design constraints of the existing building(s).
  • Each application for CHAMP 7 funding must provide a veteran preference for at least 2 units. These requirements are more fully described in the attached NOFA.

Approximately $22 million is anticipated to be made available pursuant to this NOFA. Funding available under this NOFA may, at DOH’s discretion, include Housing Trust Fund Program funds, Affordable Housing Program funds, and/or HOME Investment Partnerships Program funds. DOH funding under this NOFA may not exceed $5,000,000 per development. Applicants under this NOFA may also simultaneously apply for financial assistance from the Connecticut Housing Finance Authority (CHFA), including taxable bond or tax exempt bond financing and 4% low-income housing tax credits.

SSHP Capital Funding NOFA
The Department of Housing and the Connecticut Housing Finance Authority announce the State-Sponsored Housing Portfolio (SSHP) Notice of Funding Availability (NOFA). In accordance with the SSHP Capital Plan, DOH and CHFA are making available approximately $18 million for the rehabilitation or redevelopment of eligible SSHP properties. This NOFA is focused on projects that are consistent with the recommendations of the Capital Plan. 

Please note that this NOFA is open only to the eligible properties listed in Exhibit A of the NOFA, and is focused on projects that are consistent with the recommendations of the Capital Plan.

Nursing Facility Diversification
The State of Connecticut, Department of Social Services and the State of Connecticut, Department of Housing are seeking proposals from nursing facilities licensed by the State of Connecticut, Department of Public Health, who are interested in diversifying or establishing a new business model to support Medicaid recipients who need Long Term Services and Supports (LTSS) to live in the community.
Proposals must align with the State’s Strategic Rebalancing Plan: A Plan to Rebalance Long Term Services and Supports 2013-2015, embedded as a hyperlink, assure informed choice to residents living in the facility and contribute to reducing the total number of nursing facility beds statewide or reduce the percentage of discharges from hospitals into skilled nursing facilities. Respondents are encouraged and expected to develop relationships and partnerships with stakeholders in the community, including but not limited to town governance, town residents, nonprofit entities, home and community-based services (HCBS) providers, people with disabilities, and elders.
 
Emergency Shelter Services
The Department of Housing is seeking proposals to provide shelter operations and housing case management services in Connecticut for people who are homeless or at risk of becoming homeless. Funding under this RFP will be provided by the Department under the Emergency Solutions Grant (ESG) Program and the Emergency Shelter Services (ESS) Program.

Permanent Supportive Housing Scattered Site
The Department of Housing and Department of Mental Health and Addiction Services have issued an RFP to expand the creation of permanent supportive housing. The purpose of this particular RFP is to stimulate the creation of at least 110 new units of permanent supportive housing through the use of existing rental housing. Resources made available through this RFP are limited to 145 units of supportive service funding and 110 units of State rental assistance.

Technical Assistance/Development Consultant for Limited Equity Cooperatives in the State-Sponsored Housing Portfolio
Pursuant to this Request for Proposals (RFP), the Department of Housing is seeking proposals from individuals, entities or organizations prepared to provide technical assistance and development consultant assistance to the owners of various limited equity cooperatives in the State-Sponsored Housing Portfolio. Limited Equity Cooperatives are those units developed under the state program of the same name, and further described in Section 8-214f of the Connecticut General Statutes, and Sections 8-214h-1 thru 8-214f-20 of the Regulations of Connecticut State Agencies.

In addition, funds awarded under this initiative may be combined with financial assistance from the Connecticut Housing Finance Authority, including 4% low-income housing tax credits and taxable and/or tax exempt bond financing.
 
 
Special Priority Projects and Program NOFA
The State of Connecticut Department of Housing (DOH) issued a Notice of Funding Availability (NOFA) for applicants seeking either to design and administer a program on behalf of DOH for the purpose of expanding affordable housing opportunities in Connecticut or to construct a new residence or renovate an existing structure for the purpose of creating new affordable housing units. The original NOFA established an application deadline of March 3, 2014. This deadline has now been extended to 4:00 PM on March 17, 2014.
 
 
Resiliency Program
The State of Connecticut, Department of Housing (State, or DOH) is seeking one or more proposers to establish a fund to provide low-interest loans to qualified homeowners and businesses interested in protecting their homes and businesses, and making them more resilient in the face of future storms (the Shoreline Resiliency Loan Fund, or the Fund). The proposer(s) will also serve as Fund Manager(s) to administer the Fund. The initial focus of this effort will be homes and businesses subject to coastal flooding and located in either Zone VE or Coastal Zone AE as defined by the Federal Emergency Management Agency (FEMA) and the National Flood Insurance Program (NFIP).
 
The State anticipates providing an initial grant to seed the Shoreline Resiliency Loan Fund, which would be followed by additional capital from the State. The State expects that additional capital contributions will be provided from, but not limited to, conventional financing sources.
 
The due date for this proposal is 4:00 PM on March 19, 2014.

State-sponsored Housing Portfolio Moderate Rehabilitation Projects is a competitive program intended to provide funding to eligible sponsors to address capital improvements where such improvements coupled with a long term plan regarding the physical, financial and management operations will result in a sustainable and market competitive development and/or the occupancy of off-line units serving a diversified economic population with incomes of up to 80% of Area Median Income.
