Special Priority Projects and Program NOFA
Deadline for Submission of Applications: March 17, 2014
On December 23, 2013, the State of Connecticut Department of Housing (DOH) issued a Notice of Funding Availability (NOFA) for applicants seeking either (a) to design and administer a program on behalf of DOH for the purpose of expanding affordable housing opportunities in Connecticut or (b) to construct a new residence or renovate an existing structure for the purpose of creating new affordable housing units. The original NOFA established an application deadline of March 3, 2014. This deadline has now been extended to 4:00 PM on March 17, 2014.
The goals of this NOFA is to support Programs and Projects that achieve one or more of the following goals:
1. Contribute to ending homelessness in Connecticut, including, without limitation, homelessness among veterans of one or more of the branches of the U.S. armed forces;
2. Affirmatively furthering fair housing in Connecticut; and/or
3. Create affordable housing opportunities in transit-oriented developments.

The aggregate amount of funding to be made available under this NOFA is approximately $15 million. In addition, DOH will make available to Programs and Projects selected in connection with this NOFA up to approximately 20 rental assistance certificates (RAPs)subject to the rules and regulations of the State’s Rental Assistance Program. Program applications must request no greater $2,000,000 or less than $100,000 from DOH. If a Program contemplates financial assistance from DOH in an amount greater than $1,000,000, the applicant should describe in the narrative portion of the application how the Program would differ if the amount of DOH’s financial assistance were reduced to 75% of the amount requested. Project applications are limited to requesting assistance from DOH in an amount not greater than
$3,500,000 or less than $100,000. No Program or Project should contemplate more than 5 RAPs.

All applications for Projects must be submitted electronically. An application for a Program may be submitted in hard copy. Applicants proposing a Project for which low-income housing tax credits and/or other financing from or administered by the Connecticut Housing Finance Authority (“CHFA”) are also being sought must use the current version of the Consolidated Application. If an applicant is not seeking financing from CHFA, the applicant may submit a Short Application for Projects. Applicants proposing a Program must submit the Short Application for Programs.
No applicant may submit more than one application under this NOFA.
