What is the purpose of General Letter No. 35?

DAS General Letter No. 35 (PDF) is meant to set up clear rules for people who didn't pass an exam to review and appeal their scores. People who take exams and don't pass can get a notice of their scores, inspect their exam materials (except for the questions and answers), and appeal their scores if they think there's a mistake.

Examinees have 10 days to email an appeal if they think their score is wrong. An examinees’s appeal should explain why they disagree with the score, using the original exam papers as reference.
