Improving Energy Management at State Facilities

Lead By Example Logo

To learn more about Governor Lamont's Executive Order 1 on expanding Lead By Example, please visit the GreenerGov website.

DEEP’s Lead by Example (LBE) program advances efficient energy management at state government facilities by driving initiatives that save energy and operational costs while reducing Connecticut’s carbon footprint.

The goal of LBE is to catalyze a trend of clean and efficient energy use in CT, empowering residents and businesses alike to achieve the state’s energy and climate action goals.

Reports and Documents

DEEP’s Office of Energy Demand recently published the 2018 Annual LBE Legislative Report outlining the accomplishments and path forward for CT’s Lead by Example program. View Past Legislative Reports or DEEP's recent LBE Presentation.

Benchmarking Energy Use

Accurate benchmarking enables DEEP to develop a baseline to compare data year over year. It also allows us to identify the highest energy use and cost buildings for strategic cost-saving projects. Learn more about state benchmarking.

Financing Energy Management Projects

Since 2012, LBE investments have resulted in over 200 energy-saving projects across state facilities and roughly $6.2 million in annual cost savings. Discover financing options for your agency.

Electricity Supply for State Agencies

For FY18, FY19 and FY20, DEEP and DAS procured a competitive rate for electricity supply for state facilities, saving roughly $1 million per year in operating costs. The current rate for state agencies (for July 1, 2019–June 30, 2020) is 7.665 cents per kWh, saving at least $1.5 million in FY20 over standard service rates.
