The Richard B. Russell National School Lunch Act, as amended by the Healthy Hunger-Free Kids Act of 2010 (HHFKA), requires a unified accountability system designed to ensure that school food authorities (SFAs) comply with the U.S. Department of Agriculture's (USDA) requirements for the National School Lunch Program (NSLP) and School Breakfast Program (SBP). The Act also requires an accountability system that conducts administrative reviews (ARs) to evaluate NSLP and SBP requirements during a three-year cycle.
ARs are conducted by school nutrition programs staff from the Connecticut State Department of Education (CSDE). The resources in the Documents/Forms and Related/Resources sections help SFAs prepare for the AR. For additional assistance, contact your CSDE school nutrition consultant.

USDA Waiver Request
In accordance with Food and Nutrition Services (FNS) Policy Memo SP 12-2019, Flexibility for the Administrative Review Cycle Requirement, the CSDE Child Nutrition Programs (CNPs) has submitted a waiver request to the USDA FNS to extend the current three-year Administrative Review Cycle to a five-year review cycle. The goal of the waiver is to improve services to SFAs operating the school CNPs by providing comprehensive training to SFAs and pertinent staff, developing relevant program guidance and resources, issuing state-specific guidance, creating and making tools and templates available to sponsors, and providing ongoing and individualized technical assistance.
