Durational Shortage Area Permit (DSAP)

  • Authorizes service in CT boards of education (ED 177 Application) when applicants have been determined to be missing requirements for the certification area being taught.
  • The application should be for a permanent placement.
  • Minimally, a bachelor’s degree from a regionally-accredited higher education institution is required and 12 semester hours of credit must be completed in the area to be taught.
  • Enrollment in an approved preparation program is required (ED 177 Attachment), when an approved program of preparation is required to obtain the actual certificate.
  • For those teachers adding an additional endorsement, the ED 177 Attachment is not required, unless an approved program is required to add the cross endorsement.
  • Once the DSAP is approved, the hiring board of education should input the person into the Educator Data System (EDS).
  • A person who is issued a DSAP is not enrolled in the TEAM Program.

Substitute Teacher Authorizations

Daily Substitute Authorization
  • Bachelor’s degree required;
  • However, for educators who do not have a bachelor’s degree, a waiver of the bachelor’s degree requirement may be available;
  • The district may submit an ED 174 packet, including a high school diploma or equivalent, and documentation highlighting the applicant’s experience(s) with school-age children;
  • A substitute permit is issued for their respective district only; and
  • Issued for one school year at a time with an expiration of 6/30/YY. Each year, a new application will need to be submitted for review.
Long-term Substitute Authorization
  • For any positions over 40 days;
  • Bachelor’s degree & 12 credits in content/subject area are required;
  • District submits an ED 175 application packet, including official transcript(s) and a letter from the district identifying their recruitment efforts to fill the vacant position; and
  • Issued for one school year at a time with an expiration of 6/30/YY. Each year, a new application will need to be submitted for review.

Temporary Emergency Coaching Permit

A temporary emergency coaching permit enables an individual to coach intramural or interscholastic athletics in kindergarten through grade 12, inclusive, in the employ of a board of education for one-year from date of issuance. To receive a temporary emergency coaching permit, a board of education shall submit an application on forms provided by the Department giving evidence that the applicant for a temporary emergency coaching permit has met the following requirements:
  1. Attained the age of 18 years old;
  2. Holds a high school diploma or its equivalent; and
  3. Completed successfully, not earlier than one-year prior to the date of application, a standard first aid course and CPR certification.
  4. For one additional renewal issued to the same district, please include verification of enrollment into the required coaching course.

Charter School Educator Permit (CSEP)

  • Authorizes service in approved state public charter schools only.
  • Permit authorizes service in a specific charter school.
  • Requirements: Application form ED 710, verification of bachelor’s degree from regionally accredited institution, and passing scores on Connecticut assessment(s) corresponding to the endorsement area sought.
  • Note: no more than 30% of staff may serve under a CSEP during a given school year.

  • Completed forms must be returned via postal mail and contain authentic signatures. Photocopies will not be accepted.

  • Educators must hold an appropriate certificate for the position(s) in which they are serving.
  • Districts who have educators in “unlisted teaching” or “unlisted non-teaching” assignments will receive a separate 90990/90995 report. Job descriptions must be provided for these positions.
Compliance Timeline
August through October: All current staff information should be entered into the Educator Data System (EDS).

December: Reports sent to Superintendent and/or EDS contact person for each district.

January: District corrections (original, signed report) due back to SDE for review. Corrections must also be made in the EDS.

February: Educators who still have outstanding compliance issues are sent a letter notifying them of their status. If district report has not been returned to SDE, all educators on original compliance report will receive this letter.

January through May: Staff updates and additional corrections entered into EDS. Correspondence sent to districts regarding status and outstanding compliance issues. Districts with all issues resolved will be sent letters.

June: Superintendents are notified of any outstanding compliance issues that are unresolved (as of May 31st). “No Authorization” letters are sent to individual educators and to Teacher Retirement Board.

June 30th: EDS closes for the year; no further changes can be made.

Assignment Codes

Each certified staff member should be entered into the EDS with the assignment code(s) that best represents their particular position(s).

Information in the EDS must align with information provided to the Bureau of Educator Standards and Certification on completed ED 126 forms.

  • District explanation will be required for inconsistencies and may result in penalty to the teacher.
