Small Loan Program

The Department of Public Health’s (DPH) Drinking Water Section (DWS) has developed streamlined procedures under the Drinking Water State Revolving Fund (DWSRF) to provide low-interest loans to public water systems (PWS) for the purchase and installation of drinking water equipment costing less than $100,000. This program is only available for projects that do not involve the construction of new facilities, renovation of existing buildings, demolition or site work.

The DPH has created this Small Loan Program to assist small PWSs in upgrading their water systems to maintain a high quality of drinking water, and comply with public drinking water standards. The Small Loan Program may offer partial subsidization of the eligible project costs, as indicated in the annual Intended Use Plan (IUP)

Call for Projects for SFY 2021

The DPH has announced the Call for Projects for SFY 2021 (July 1, 2020 – June 30, 2021). Eligibility Applications are now being accepted for projects that are expected to be funded during this time period. For more information, please read the Call for Projects notice below. All applications must be submitted electronically to DPH.CTDWSRF@ct.gov no later than March 31, 2020 in order to be considered for inclusion on the SFY 2021 Project Priority List.

Deadline: Noon on Friday, March 31, 2020

Eligible Public Water Systems may submit a Small Loan Program Eligibility Application for a DWSRF loan at any time. The Call for Projects establishes a deadline to receive Small Loan Program Eligibility Applications for projects that wish to be considered for the upcoming SFY Project Priority List (PPL). The annual PPL identifies all of the projects expected to receive the available DWSRF funds for that year. Applications received after the deadline will be processed and considered for funding based on funding availability. Eligibility Application

A simplified DWSRF Small Loan Program Eligibility Application is available to submit a project for consideration through this program. Applicants under this program do not need to complete a separate DWSRF Eligibility Application or General Application Form. This application is used to determine a project’s eligibility only; it is not an application for a loan. You must submit an eligibility application in order to be able to receive DWSRF funding.

Program Guidelines and Required Documents

Public water systems with eligible projects that apply for DWSRF funding must adhere to all requirements contained the program guidelines contained below. Relevant program forms contained in these guidelines are also provided.

Use of American Iron and Steel Requirement (AIS)

All DWSRF-funded projects are required to adhere to the “Use of American Iron and Steel” (AIS) provision, which requires iron and steel products used in these projects to be produced in the United States.
