Emergency Power Generator Program
Due to the potential for widespread and prolonged power outages caused by severe weather, which would impair the public water systems ability to provide safe and adequate drinking water, the DWSRF Program will continue to offer a program to provide subsidized loans for the purchase and installation of emergency power generators to operate critical drinking water infrastructure during these events. Small water systems in need of emergency power to operate during prolonged power outages are strongly encouraged to apply. The availability and amount of subsidy may vary from year to year and is outlined in the annual Intended Use Plan.
Eligible Public Water Systems may submit an Emergency Power Generator Program Eligibility Application for a DWSRF loan at any time. Annually the Drinking Water Section will issue a Call for Projects which will establish a deadline to receive Emergency Power Generator Program Eligibility Applications for projects that wish to be considered for the upcoming SFY Project Priority List (PPL). The annual PPL identifies all of the projects expected to receive the available DWSRF funds for that year. For more information, refer to the Call for Projects, Review and Ranking of Projects page.
Call for Projects for SFY 2021
The DPH has announced the Call for Projects for SFY 2021 (July 1, 2020 – June 30, 2021). Eligibility Applications are now being accepted for projects that are expected to be funded during this time period. For more information, please read the Call for Projects notice below. All applications must be submitted electronically to DPH.CTDWSRF@ct.gov no later than March 31, 2020 in order to be considered for inclusion on the SFY 2021 Project Priority List.

Eligibility Application
A simplified DWSRF Emergency Power Generator Program – Eligibility Application is available to submit a project for consideration through this program. Applicants under this program do not need to complete a separate DWSRF Eligibility Application or General Application Form. This application is used to determine a project’s eligibility only; it is not an application for a loan. You must submit an eligibility application in order to be able to receive DWSRF funding.

All DWSRF-funded projects are now required to adhere to the “Use of American Iron and Steel” (AIS) provision, which requires iron and steel products used in these projects to be produced in the United States.
