STATE POLICE MAKE CHEATING ARREST AT CASINO

Illicit Cheating / Collusion Enterprise – Foxwoods Casino

During the week ending 03-05-11, information was developed by State Police Detectives of an illegal cheating enterprise involving an employee of Foxwoods Casino and patrons.

On March 8, 2011, utilizing investigative techniques, probable cause was developed to arrest a Foxwoods Pai Gow table game dealer and two accomplice patrons by detectives from the Connecticut State Police Casino Unit.  It was determined that the dealer was conspiring with the patrons to cheat the game. 

Arrested:             Xiuhie CHEN (DOB: 11/27/81)        

                           158 Summit Street

                           Norwich, CT

                           A Pai Gow dealer

Arrested patrons:   Guang S. LI (DOB: 11/10/73)

                              501 Commerce Drive

                              Braintree, MA.

                             Norman Chun Tung WONG (DOB: 10/24/72)

                             745 Sargent Street

                              San Francisco, CA. 

All three were charged with two counts of:   Larceny 3rd Degree

                                                                  Conspiracy to Commit Larceny 3rd Degree

                                                                  Cheating

                                                                  Conspiracy to Commit Cheating

Chen was processed and released on a $5,000.00 cash bond with a court date of 03/22/10.

Both Wong and Li were held on $50,000 bond for same day presentment at G.A. 10.

The investigation will continue with the anticipation of future arrests.
