State Police Investigate Middletown Death

On Monday night May 24, 2010 at approx. 7:51 p.m. the Middletown Police Department dispatched officers to #7223 Town Ridge (Apartments) for a report of a despondent male in need of medical assistance. Upon arrival, Middletown Officers found the subject, Efrain Carrion 35 YOA, inside his apartment with family members.  Middletown Officers were able to detain him and placed handcuffs on him for his safety and this allowed EMS personnel to begin to assess his condition. 

At that point, Efrain Carrion became extremely agitated and a struggle ensued in the second floor apartment. Middletown Officers attempted to control the subject verbally and finally officers were forced to discharge their tazers to attempt to control the subject.  A Middletown K-9 was then utilized to again attempt to attempt to control the irrational subject. The subject was able to grab the police dog and the subject and K-9 fell down the stairs and went outside, with officers in pursuit.  The subject then choked the Middletown Police K-9 to unconsciousness. 

Middletown Officers continued to attempt to calm the subject in a wooded area behind the apartment.  At some point Carrion went unconscious and became unresponsive.  EMTs who were already present on the scene immediately attempted to revive the subject.  Carrion was transported to Middlesex hospital emergency department where he was pronounced deceased.

Five Middletown Police Officers who were involved in this incident were transported to Middlesex Hospital where they were all treated for non-life threatening injuries.

he scene was secured by Middletown Police. At the request of the Middlesex State's Attorney and the acting Police chief McMahon the Connecticut State Police was requested to conduct this investigation into this incident.

The Connecticut State Police Eastern District Major Crime Squad responded to the scene to conduct this investigation.  Troopers will document the scene, gather all physical and forensic evidence and conduct interviews with all witnesses. In addition the State Police Detectives will process the outdoor scene as well and the inside of the apartment.

A post mortem examination of CARRION will be conducted by the Office of the Chief Medical Examiner to determine the manner and cause of death.

The State Police investigation is continuing.
