ELEVEN TROOPERS PROMOTED DURING

CONNECTICUT STATE POLICE CEREMONY

      The Connecticut State Police promoted 11 Troopers during a ceremony at Department of Public Safety Headquarters in Middletown.

      Department of Public Safety Commissioner James M. Thomas and Colonel Thomas Davoren, Commanding Officer of the State Police, formally promoted one Trooper to the rank of Captain, five to the rank of Lieutenant and five to the rank of Master Sergeant during the ceremony. Governor M. Jodi Rell addressed the promotees.

        The following Troopers were promoted:

Captain Louis J. Fusaro, Jr.  Captain Fusaro was promoted from Lieutenant and has been assigned as Commanding Officer of the Emergency Services Unit.  Captain Fusaro graduated from the State Police Training Academy in November 1994. During his 16 years with the State Police, Captain Fusaro has been assigned to Troop E in Montville, Troop K in Colchester, the State Police Training Academy and the Eastern District Major Crime Squad.  He most recently served as Executive Officer of the Eastern District. 

Lieutenant David Delvecchia  Lieutenant Delvecchia was promoted from Master Sergeant and has been assigned as Commanding Officer of Troop L in Litchfield.  He graduated from the State Police Training Academy in November 1994 and since then has served at Troop I in Bethany, Troop A in Southbury and Troop L in Litchfield.  He has served as a detective and sergeant in the Western District Major Crime Squad and as Executive Officer at both the State Police Training Academy and at Troop B in North Canaan.

Lieutenant Steven Salvatore  Lieutenant Salvatore was promoted from Sergeant and has been assigned as Commanding Officer of the Criminal Justice Information System.  He graduated from the State Police Training Academy in May 1983.  During his career, Lt. Salvatore has been assigned to Troop B in North Canaan, Troop C in Tolland, Troop H in Hartford and Troop L in Litchfield. In addition, Lt. Salvatore has served in the Governor’s Security Unit, the Statewide Crime Control Task Force and as Chief of Staff in the Office of the State Fire Marshal.

Lieutenant John Rich Lieutenant Rich was promoted from Master Sergeant and has been assigned to the Office of Professional Standards.  He graduated from the State Police Training Academy in September 1988 and has served at Troop C in Tolland, Troop E in Montville and Troop D in Danielson.  He was also a detective with the Eastern District Major Crime Squad and served as Ledyard Resident State Trooper.  He most recently served as Executive Officer of Troop D in Danielson.

Lieutenant Clayton Brown Lieutenant Brown was promoted from Sergeant and has been assigned to the Statewide Narcotics Task Force.  Lt. Brown graduated from the State Police Training Academy in August 1997 and has served at Troop G in Bridgeport and Troop A in Southbury.  He also served as a Resident State Trooper in Southbury and Woodbury, as well as in the Office of Professional Standards.

Lieutenant Michael Hofbauer   Lieutenant Hofbauer was promoted from the rank of Master Sergeant and has been assigned to the State Forensic Laboratory in Meriden.  Lt. Hofbauer graduated from the State Police Training Academy in June 1990 and has served at Troop A in Southbury, Troop G in Bridgeport and Troop F in Westbrook.  In addition, he served with the Governor’s Security Unit, the Western District Major Crime Squad, the Office of Professional Standards, the State Police Training Academy and the Research & Planning Unit.  Most recently, he was the Executive Officer at Troop A in Southbury.

Master Sergeant Sean Cox  Master Sergeant Cox was promoted from the rank of Sergeant and is being assigned to the Office at Professional Standards.  He entered the State Police Training Academy as a recruit in July 1992.  During his career, he has served at Troop K in Colchester, Troop C in Tolland and Troop F in Westbrook.  M/Sgt. Cox also served as Resident State Trooper in Mansfield and as a Sergeant with the Eastern District Major Crime Squad.

Master Sergeant Michael Jagoda  Master Sergeant Jagoda was promoted from the rank of Sergeant and has been assigned as Executive Officer of Troop A in Southbury.  M/Sgt. Jagoda entered the State Police Training Academy as a recruit in March 1993 and since his graduation, he has served at Troop A in Southbury, Troop F in Westbrook, Troop H in Hartford, the Office of the Field Operations and the Central District Traffic Services Unit.

Master Sergeant Clifford Labbe Jr.  Master Sergeant Labbe was promoted from Sergeant and has been assigned as Executive Officer at Troop D in Danielson.  In July 1992, M/Sgt. Labbe entered the State Police Training Academy and, following his graduation, he was assigned to Troop D in Danielson.  During his career, he has served at Troop K in Colchester and Troop C in Tolland. He has also served in the Auto Theft Unit and the Statewide Narcotics Task Force.  

Master Sergeant Timothy Madden, Jr.   Master Sergeant Timothy Madden was promoted from Sergeant and has been assigned as Executive Officer at Troop K in Colchester.  M/Sgt. Madden entered the State Police Training Academy as a recruit in July 1992.  He has served at Troop E in Montville and Troop C in Tolland, as well as in the Polygraph Unit and the Office of Professional Standards.

Master Sergeant William Freeman  Jr.  Master Sergeant Freeman was promoted from Sergeant and has been assigned as Executive Officer at Troop B in North Canaan.  In 1987, M/Sgt. Freeman entered the State Police Training Academy as a recruit.  He has served as a Trooper at Troop H in Hartford, Troop I in Bethany, Troop A in Southbury and Troop L in Litchfield.  He most recently served in the State Police Office of Administrative Services.
