Biennial Hazardous Waste Report

Note for 2019 report due March 1, 2020:

  • DEEP will be using a new, online EPA reporting system for Biennial Reporting (“RCRAInfo Biennial Report Industry Application”).

  • Do not use the Easitrak reporting website used in previous years.  DEEP has not renewed this service.

What is a Hazardous Waste Report?

A Hazardous Waste Report is also known as the "Biennial Report" or "BR".  The Connecticut Hazardous Waste Management Regulations require certain handlers of hazardous waste to file a report summarizing hazardous waste activity for odd-numbered years.   Reports for calendar year 2019 must be submitted to the DEEP by March 1, 2020.

On-Line Reporting is the only option for Biennial Reporting.

Use of EPA’s RCRAInfo Biennial Report Industry Application is required.  There are no paper forms available from EPA or DEEP that are correct for Connecticut use.  This on-line system will provide real-time, on-demand access for the regulated community, using any device.  This “Industry App” reduces preparation time by allowing data elements from the previous Biennial Report to be carried forward.

Who is required to file a report?

Any site that is a Large Quantity Generator (LQG) or a Treatment and Storage & Disposal Facility (TSDF) is required to file a full report.  In addition, any site that generated LQG amounts of hazardous waste during any one month during the reporting year is required to file a full report.  This includes episodic generation events, remediation activities, or any other event or activity that generates hazardous waste.

If your generator category has changed from LQG to Small Quantity Generator (SQG) or Conditionally Exempt Small Quantity Generator (CESQG), and you operated under that category during the entire reporting year, you are not required to file a Biennial Report.  However, you should change your generator category to avoid receiving Biennial Report notices in the future.  DEEP expects the process for changing generator category to become fully electronic soon using the "myRCRAID Industry App."  Until that time, you should contact Julie Dutton at DEEP to obtain the needed forms to change your generator category.

When must the report be submitted? 

All reports are due by March 1, 2020.  A thirty day extension will be granted to anyone who asks for one by notifying the DEEP in writing before the deadline.

Glossary of Terms

  • Handler - Any entity that generates, stores, treats or disposes of any waste defined by the Connecticut Hazardous Waste Management Regulations as a hazardous waste. Handlers are further defined as one of the following:
    • TSDF - Treatment, Storage and Disposal Facility – a facility specially permitted to receive, treat, store or dispose of hazardous wastes,  OR  any historic land disposal facility that has not yet been fully "clean closed".  A full report is required.
    • LQG - Large Quantity Generator - a facility that generates more than 1,000 kilograms (Kg) of hazardous wastes in any calendar month, or accumulates more than 1,000 Kg of hazardous waste, or generates or accumulates more than 1 Kg of acute hazardous waste.  A full report is required.
    • SQG - Small Quantity Generator - a facility that generates more than 100 Kg but never more than 1,000 Kg of hazardous wastes in any calendar month, and does not accumulate more than 1,000 Kg of hazardous waste and does not generate or accumulate  more than 1 Kg of acute hazardous waste.   If you receive the report package, only the Site Identification Form must be submitted.
    • CESQG - Conditionally Exempt Small Quantity Generator - a facility that does not generate more than 100 Kg of hazardous waste in any calendar month and does not accumulate more than 1,000 Kg of hazardous waste and does not generate or accumulate more than 1 Kg of acute hazardous waste.  If you receive the report package, only the Site Identification Form must be submitted.
  • Hazardous waste - Any waste that is defined as hazardous by the Code of Federal Regulations, Title 40, part 261 (40 CFR 261), subparts C and D, as those regulations are incorporated by reference and modified by Section 22a-449(c)-101 of the Regulations of Connecticut State Agencies (RCSA).  These regulations describe the various hazardous wastes and their associated codes.
