Shared Clean Energy Facility (SCEF) Statewide Program
Section 7(c) of Public Act 18-50, An Act Concerning Connecticut’s Energy Future, was signed into law on May 24, 2018. Section 7(a)(1)(C) of Public Act 18-50 directed the Department of Energy and Environmental Protection (DEEP) to initiate a proceeding, on or before September 1, 2018, to develop program requirements and tariff proposals for a statewide shared clean energy facility (SCEF) program. DEEP is required to submit the program requirements and tariff proposals to the Public Utilities Regulatory Authority (PURA) by July 1, 2019, for PURA's review and approval. Via a Notice of Draft Program Rules dated May 7, 2019, DEEP released a draft of the program requirements for the statewide SCEF program.
In brief, the statewide SCEF program will seek new or incremental Class I renewable generation projects ranging in size from 100 to 4,000 kW (AC) for a 20-year term. Eligible projects are to be chosen through competitive bidding procurement process each year, for a total of 6 years. The program capacity is up to 25 MW per year.
Stakeholders and other interested persons were given the opportunity to present oral comments at a public hearing held by DEEP on May 20, 2019, and submit written comments to DEEP by June 3, 2019. On July 1, 2019, DEEP submitted proposed SCEF Program Requirements to PURA. Pursuant to a Notice of Proceeding dated July 11, 2019, PURA opened Docket No. 19-07-01, Review of Statewide Shared Clean Energy Facility Program Requirements, for consideration of the proposed SCEF Program Requirements.
Program Requirements, Subscriber Terms and Conditions, and Submittal to DEEP
By Final Decision dated December 18, 2019, PURA approved, with modifications, the Program Requirements, Appendix A: Subscriber Terms and Conditions, and Appendix B: Submittal to DEEP. Concurrent with a project bid filing in response to a Request for Proposals (RFP) issued by Eversource or United Illuminating, a bidder must also submit certain project information to DEEP, as directed in Appendix B: Submittal to DEEP. Bidders must submit this information to DEEP at DEEP.EnergyBureau@ct.gov on or before the bid due date established by Eversource or United Illuminating in the applicable RFP.
