Future Solicitations
The state does not intend to renew contract #12PSX0153, which is currently used to qualify energy service providers for Energy Savings Performance Contracts (ESPCs). We do not have a current time schedule for re-opening such a solicitation, though that is a possibility for the future. We continue to invest in energy efficiency upgrades at state facilities as funding allows.
The most expedient thing to do for any company that wishes to provide energy saving goods and services to state facilities is to register on the DAS portal to receive notices of contracting opportunities. LBE’s Energy Savings Performance Contracting Program
The state of Connecticut has created a standardized Energy Savings Performance Contracting (ESPC) Program for use by state agencies and municipalities, as required by Connecticut General Statutes 16a-37x. The ESPC program is designed to assist state and municipal governments in implementing a portfolio of comprehensive energy savings measures with little to no upfront capital. The costs of the energy retrofits are paid for by future guaranteed savings from utility and maintenance budgets.
The ESPC program provides the following resources to support state and municipal projects:
- Educational support and advice on creating an ESPC program that fits the needs of your community or agency
- Assistance in creating Community support for ESPC Programs
- A list of fully vetted Qualified Energy Services Providers (QESP's) Companies that are on contract with the State of Connecticut to implement ESPC projects for municipalities and state agencies and have committed to follow the rules and guidelines of the ESPC program.
- A set of ESPC contract documents that have been pre-approved by the Connecticut Attorney General's Office.
- A list of Technical Support Providers (TPS's) approved to work on the State ESPC Program
- Support in securing financing from public and private sources available to state and municipal governments

Standardized ESPC Contract Documents
The following contract documents have been pre-approved by the Connecticut Attorney General’s Office and will be utilized by all program participants:

This is the contract between the Department of Administrative Services and Connecticut’s Qualified Energy Service Providers (QESPs).
This exhibit to the Contract specifies the work to be done under the project and is to be signed by the QESP and the state agency or municipality.
These schedules will detail project-specific information, such as the energy cost savings guarantee, energy baselines, measurement and verification plans, final project cost and project cash flow analysis, etc.
This document details the process state agencies and municipalities will use to select a QESP from the pre-qualified list.
This exhibit to the Contract details the process and information required to perform an Investment-Grade Energy Audit and is to be signed by the QESP and the state agency or municipality.
This exhibit to the Contract will be completed by each QESP. The QESP is required to adhere to these costs, markups, margins, and fees throughout all project phases when participating in the state’s Energy Savings Performance Contracting Program.

This is a template document that state agencies and municipalities may use to solicit interest from QESPs in responding to the “RFP to Selected QESPs for a Cost-Effective Feasibility Analysis.”
This is a template document that state agencies and municipalities may use to aggregate information on energy use and energy systems in potential buildings for an Energy Savings Performance Project. The state agency or municipality should provide this Technical Facility Profile with the Letter of Interest to QESPs.

Energy Expertise and Technical Support
The Program Managers for the Connecticut Energy-Savings Performance Contracting Program are available to provide technical assistance and energy expertise on the state program and individual projects. Please contact one of the program managers listed at the bottom of the page if your municipality or state agency would like to get started on the ESPC process.
The deadline has passed for responses to the RFQ for Technical Support Providers (TSP's) that was issued by the Eversource Energy (Formally CL&P), The United Illuminating Company (UI), Eversource Gas (Formally Yankee Gas), Connecticut Natural Gas Corporation (CNG), The Southern Connecticut Gas Company (SCG), as Program Administrators of the Connecticut Energy Efficiency Fund.
The Program Administrators of the Connecticut Energy Efficiency Board (Eversource and UI) will also provide technical support and review of energy savings measures that are eligible for Energy Efficiency Fund Incentives.
