Conservation & Load Management

Every three years, Connecticut's utilities develop and implement an energy efficiency and demand management investment plan, called the Conservation and Load Management Plan (C&LM Plan). This Plan is updated annually. The C&LM Plan is funded by various sources, including customer contributions, the Regional Greenhouse Gas Initiative (RGGI) and the proceeds from CLM savings sold into the ISO New England Forward Capacity Market. The CT Energy Efficiency Board (EEB) advises and assists the utilities in the development of the Plan. BETP reviews and approves or modifies the Plans and associated budgets in order to achieve cost-effective energy savings across the state.

Conditional Approval of the C&LM Plan - BETP reviewed the Plan and determined it needed further refinement. BETP approved the Plan contingent on the completion of 24 conditions.

Response to COVID-19

In light of the COVID-19 restrictions and their impacts on CT businesses, it is critical to support the state programs that bring energy efficient solutions to our homes and buildings. DEEP's Bureau of Energy and Technology Policy (BETP) is doing its part to help.

Below are the steps that BETP is undertaking to ensure that our State’s Conservation and Load Management Program is running economically and efficiently and engaging our energy efficiency contractors who implement its programs.

 

Clean Energy Industry Survey in Response to COVID-19

DEEP, DECD, CT Green Bank and the utilities developed a Clean Energy Industry Survey to assess the impacts of COVID-19 on the industry and your business. It will also help increase our understanding of how the recovery, revitalization, and stabilization of the industry can be expedited once COVID-19 subsides. The survey is due by Friday, April 24, 2020 at 5 pm.

 

BETP Initial Determination

Following a stakeholder engagement process that included public input, recommendations from contractors and the utilities, and Energy Efficiency Board input, BETP issued an initial determination, which included 14 action items that support contractors by aiming to offset unpredictable cashflows, provide remote training opportunities, and consolidate stakeholder input.  As the impacts from COVID-19 continue BETP may provide additional determinations to address issues.

Contractor Technical Advisory Committee (CTAC)

BETP is planning to host bi-monthly meetings to interface with contractors and lend support and resources over the course of COVID-19 impacts. Members of the public or other interested parties are welcome to attend and provide feedback to help guide future decision-making.

CARES Act Webinars

BETP coordinated with the Office of the Governor, Connecticut Green Bank, Department of Economic and Community Development (DECD), Eversource Energy, and The United Illuminating Company to provide webinars to clean energy contractors with information about available state and federal aid.
