Procurement

The Department of Energy and Environmental Protection’s (DEEP) Purchasing Unit obtains goods and services for the Department and operates under the authority of the Department of Administrative Services (DAS) Bureau of Purchases. 

All goods and services that are currently on pre-approved State contracts are purchased via purchase orders directly from the authorized contractors as identified on such contracts. Information on these contracts, including bid notices and current contracts, can be found on the Department of Administrative Services (DAS) website.

Goods and services that are not currently on pre-approved State contracts are purchased by the DEEP Purchasing Unit based on agency needs. Small dollar items (less than $5,000) are purchased using direct purchase authority. Orders issued between $5,000.00 and $50,000.00 are competitively bid using written, fax, or phone quotations. Orders issued between $50,000.00 and $200,000.00 are competitively bid by the DEEP using the DAS bidder notification system. Orders over $200,000.00 are competitively bid by the DAS Bureau of Purchases and will be listed on the DAS bidder notification system.

An exception to this is for construction projects (up to $500,000.00) which are processed by the DEEP Purchasing Unit at the direction of the Department of Public Works using the DAS Bureau of Purchases bidder notification system.

Purchasing contracts are given to the lowest responsible bidder with consideration of such factors as pricing, product quality and compatibility, delivery requirements and recyclable content of products and packaging.

The DEEP also participates in the State Purchasing Card Program through which Purchasing Cards are used to make direct purchases. This is a cost-effective method of obtaining goods (and some services) that allows the Department to efficiently carry out its mission.

The Department adheres to guidelines and regulations of the State Minority and Small Business Set Aside Program which "sets aside" a portion of the Department’s budget for procurements to small and minority business that are registered with the Program.

Personal services transactions are not processed by the DEEP Purchasing Unit. These types of procurements are handled by the business contacts in the individual units of the Department of Energy and Environmental Protection.
