COLONEL, LIEUTENANT COLONELS

PROMOTED AT CONNECTICUT STATE POLICE

The Connecticut State Police officially has a new leader after Thomas Davoren was formally sworn in today as Colonel of the State Police.

Public Safety Commissioner Leonard Boyle and Governor M. Jodi Rell today presided over the ceremony promoting Davoren from Major to Colonel within the Division of the Connecticut State Police. Also promoted from Major to Lieutenant Colonel were Robert Duffy and Peter Terenzi.

Colonel Davoren has been with the Connecticut State Police for 23 years. He began his law enforcement experience as a police officer with the East Hartford Police Department. During his time with the State Police, he has been a Canine Handler, a member of the Tactical Team and a detective, sergeant and commanding officer of the Eastern District Major Crime Squad. He also served as executive officer and commanding officer of the Bureau of Criminal Investigations.

In addition, Col. Davoren has served as Commanding Officer of Troop C in Tolland and Troop D in Danielson, as well as the Field Technology Section.  Most recently, he served as Commanding Officer of the Eastern District, which covers four troops. He has earned two Meritorious Service Awards and two Unit Citation Awards, as well as a medal for Outstanding Service and for Lifesaving.

Col. Davoren earned a Bachelor of Science degree from Charter Oak State College and an MBA from Western New England College. He resides in Bolton and is married with two children.

With his appointment to the rank of Colonel, Col. Davoren will be the highest ranking officer within the Connecticut State Police and the Deputy Commissioner of the Department of Public Safety.

Lt. Colonel Duffy has been assigned as commanding officer of the Professional Standards Unit. He has been a Trooper for more than 24 years. Lt. Col. Duffy has previously served as commanding officer of Labor Relations and of Troop W in Windsor Locks and as executive officer of the Western District Headquarters. He also was assigned as Sergeant and Trooper at Troop H in Hartford.  He has earned two awards for Outstanding Service and one Unit Citation award.

Lt. Col. Duffy earned a Bachelor of Science Degree from Central Connecticut State University and is a graduate of the FBI Academy.  He resides in South Windsor.

With his appointment to the rank of Lieutenant Colonel, Lt. Col. Duffy will be in command of the Professional Standards Unit and will oversee the Internal Affairs Unit and the Inspection Unit. His command includes the Accreditation Unit, which maintains accreditation status of the department as determined by the Commissioner of Accreditation for Law Enforcement Agencies.

Lt. Colonel Terenzi will serve as Commanding Officer of the Office of Field Operations. He has been a Trooper for more than 21 years. Most recently, Lt. Col. Terenzi served as commanding officer of the Central District, which covers four troops. Previously, he served as commanding officer of Support Services, Selections and Recruiting, Statewide Narcotics Task Force, Labor Relations and Governmental Relations. He has earned an Award for Bravery and awards for Meritorious Service and Outstanding Service.

Lt. Col. Terenzi is a graduate of the University of New Haven and the FBI Academy.  He has one child and resides in Deep River.

With his appointment to Lieutenant Colonel, Lt. Col. Terenzi will be in command of the Office of Field Operations, which oversees the State Police Troops, Traffic Services and Major Crime Operations.
