                                         Arrest for Larceny 1st Degree 

Arrested:  Linda K. Rivera, Age 51,

                  280 Pleasant St

                  Willimantic, CT

Charge:   Larceny 1st Degree (53a-122)

    On December 5, 2005 the State Police Major Crime Unit from Troop E in Montville initiated an investigation into a misappropriation of funds from the Montville Water Pollution Control Authority (WPCA).  A complaint was received from the Mayor’s office supported by an internal investigation conducted by the town’s finance director which revealed that a large amount of money (over $50,000 dollars) had been misappropriated. 

While the State Police criminal investigation was on going the Town of Montville arranged for an independent audit to be conducted, which covered the period of July 1, 2003 through June 30, 2005.  The audit determined that a discrepancy existed between the amount of money received at the WPCA and the amount deposited in the WPCA bank accounts over this period.  The total amount of the discrepancy was $51,536.97. 

Based on fact and circumstance uncovered by State Police Detectives during the investigation an arrest warrant application was submitted to Superior Court. An arrest warrant was obtained for the accused who is the former Deputy Administrator of the WPCA.  The accused Rivera turned herself in at Troop E in Montville today 05/10/06 and was arrested by State Police Major Crime Detectives. 

The accused was processed and held on a $100,000 bond. She was transferred to Superior Court in Norwich for presentment on the above-mentioned charge.
