Subject:          Revised Entry-Level Standard - CRIMINAL CONVICTIONS

The Police Officer Standards and Training Council, at its March 5, 1998, meeting considered and adopted a proposal to expand its statement of conditions that a candidate for appointment to a police position must meet prior to receiving that appointment. The standard considered is currently:

"The Police Officer Standards and Training Council requires, as a condition of appointment to a position of probationary candidate in a law enforcement unit in the State of Connecticut, that the candidate has no criminal record revealing any conviction, under federal or state law, of any felony, or whose criminal record has any conviction of any Class A or Class B misdemeanor, or who has committed any act which would constitute perjury or false statement."

The Council discussed, and subsequently adopted, language incorporating into that standard a requirement that the candidate have no criminal record of conviction for "any misdemeanor crime involving domestic violence" which will, by addition of that language into the standard, require that any record of any criminal conviction of any misdemeanor crime of any kind, even below Class A or Class B misdemeanors, will have to be investigated, in the background investigation, to ascertain whether or not the fact circumstance behind any conviction(s) indicates that the crime involved domestic violence. If it did, the individual may not be appointed to the position.

The actual wording of the adopted standard now becomes:

"The Police Officer Standards and Training Council requires, as a condition of appointment to a position of probationary candidate in a law enforcement unit in the State of Connecticut, that the candidate has no criminal record revealing any conviction, under federal or state law, of any felony, or whose criminal record has any conviction of any Class A or Class B misdemeanor, or of any misdemeanor crime involving domestic violence, or who has committed any act which would constitute perjury or false statement."
