Gov. Malloy Signs Executive Order Directing a Resource Assessment to be Conducted on the Economic Viability of the Millstone Nuclear Generating Facilities
(HARTFORD, CT) – Governor Dannel P. Malloy today announced that he has signed an executive order directing the relevant state agencies to conduct a resource assessment to evaluate the current and projected economic viability for the continued operation of the Millstone nuclear generating facilities in order for the state to determine a path forward that best benefits the residents of Connecticut.
“Connecticut has become a leader in building a 21st century approach to energy, and we must not stop,” Governor Malloy said. “We are deploying more renewable power resources and energy efficiency measures, while pursuing new, clean technologies such as battery storage and fuel cells. And in order for our state to have an efficient and comprehensive approach in how our energy future should be advanced, we must objectively and thoroughly review and evaluate the relevant information and market conditions of the Millstone facility and the sustainability of legacy zero-carbon generation in the context of reducing costs for consumers and moving our clean energy strategy forward.”
Under Governor Malloy’s Executive Order No. 59, the Department of Energy and Environmental Protection (DEEP) and the Public Utilities Regulatory Authority (PURA) will be responsible for conducting the assessment, which must include:
- A review of the current and projected economic viability for the continued operation of the Millstone nuclear generating facilities using best available information
- The role of existing nuclear generating facilities, as well as large scale hydropower, demand reduction measures, energy storage, and emissions-free renewable energy, in helping Connecticut meet interim and long-term carbon and other emissions targets at the least cost and with the greatest net benefit to Connecticut ratepayers, while maintaining the reliability of Connecticut’s electric grid
- The best mechanisms to ensure continued progress toward those targets, and considerations for whether and, if so, how such mechanisms, including potential multistate collaborations, should be implemented
- The compatibility of such mechanisms with competitive wholesale and retail electricity markets and their effect on ratepayers
They will be required to submit the findings of the assessment to the Governor and the state legislature prior to the start of the 2018 regular session of the General Assembly.
