Gov. Malloy Signs Order Transferring Two Review Boards to the Department of Developmental Services

(HARTFORD, CT) – Governor Dannel P. Malloy today announced that he has signed an executive order that administratively moves from the Office of Protection and Advocacy for Persons with Disabilities (OPA) to the Department of Developmental Services (DDS) two review boards that review and investigate the deaths of individuals with intellectual disabilities.

Last year, the General Assembly adopted and the Governor signed into law legislation – Public Act 16-66 – that requires the Governor to designate a nonprofit entity to serve as the independent protection and advocacy system and client assistance program for individuals with disabilities in the state, and abolishes the OPA effective July 1, 2017. Because the OPA will no longer exist, there was a need to transfer administrative support for these two review boards – the Independent Mortality Review Board and the Fatality Review Board – from the OPA to DDS.
