GOV. MALLOY RE-APPOINTS RODERICK BREMBY AS COMMISSIONER OF THE DEPARTMENT OF social SERVICES
(HARTFORD, CT) - Governor Dannel P. Malloy today announced that he intends to re-appoint Roderick L. Bremby as Commissioner of the Department of Social Services (DSS) when his second term in office begins on January 7, 2015.

"Rod's experience, accomplishments and skill set make him the right choice to continue the extensive reforms and progress underway at one of our largest and most challenging agencies," Governor Malloy said. "He has dedicated his career to serving the public in the fields of health and human services, environmental protection and management of complex service delivery. When I recruited Rod from Kansas four years ago, Connecticut gained a thoughtful and innovative leader with a wealth of experience at the state, municipal and academic levels. I am proud to nominate him for a second term as head of the Department of Social Services."

Under Commissioner Bremby, DSS administers and delivers a wide variety of services to children, families, adults, people with disabilities and elders, including health care coverage, child support, long-term care and supports, energy assistance, food and nutrition aid, and program grants. The agency is currently serving more than 950,000 individuals in 600,000 households.

"I thank Governor Malloy for this opportunity to continue my service in his administration and to work with the rest of the Malloy-Wyman team and the General Assembly on behalf of Connecticut citizens," Commissioner Bremby said. "DSS staff are among the finest public servants in Connecticut and nationally, and we are dedicated to the principles of service, communication, accountability and transparency. Our work across many federal and state programs and complex system changes is inherently challenging but, with the support of Governor Malloy and legislators, we are well on the road to bringing DSS to where we need to be - a world-class human services organization."

Governor Malloy named Commissioner Bremby to head of the state's social services agency in March 2011 .

During Commissioner Bremby's nearly four years leading the agency, accomplishments have included:

  • Successful transition of Medicaid and the Children's Health Insurance Program from primarily for-profit managed care contractors to a streamlined administrative-services system, bringing service enhancements and economies, including 14.6% increase in primary care providers, 11.4% increase in specialists, 12.7% increase in dentists, reduced emergency department usage and 2.7% reduced per member/per month cost.
  • Developing quality initiatives in Medicaid, including Person-Centered Medical Homes, Intensive Care Management (reducing in-patient admissions for participants by 43% and emergency department use by 6%, tobacco cessation incentives, heath equity review, prevention strategies.
  • Implementation of Connecticut's Medicaid expansion under the national Affordable Care Act, extending health coverage to 63,000 additional low-income adults without dependent children since January 2014, for a total of about 175,000, while leading DSS coordination with Access Health CT.
  • Implementing a modernized application process to digitized over 7.5 million incoming documents and offer first-time online options for applicants and clients.
  • Planning and development of integrated eligibility management system to replace agency's 1980s-era eligibility system, utilizing 90% federal funding.
  • Building agency capacity that has enabled service to over 400,000 Connecticut residents eligible for the federal Supplemental Nutrition Assistance Program and over 750,000 eligible for Medicaid, among other services.
  • Expansion of home-care services and development of Connecticut's Strategic Plan to Rebalance Long-Term Services and Supports.
