GOV. MALLOY: NEW UNIFORM LICENSING PROCESS WILL INCREASE EFFICIENCY FOR STATE, PROVIDERS
(HARTFORD, CT) - Governor Dannel P. Malloy today announced the roll out of the new Uniform Licensing process, developed through collaboration between the Departments of Children and Families (DCF), Developmental Services (DDS), Public Health and Administrative Services (DPH). The new licensing process covers fourteen different license types and includes a single, fillable application, as well as a web-based filing and storage system for required licensing documents.

The four state agencies, meeting under the auspices of Governor Malloy's Nonprofit Liaison Terry Edelstein, have developed and implemented a streamlined application process, which in addition to utilizing a single, fillable application, also reduces the number of required documents, and makes licensing requirements more consistent across agencies.

"I am pleased that my administration has been able to take positive steps towards simplifying the licensing requirements of community based health and human service providers," said Governor Malloy. "The simplified process will reduce state agency and license applicant time and expense, and allow us to better provide services in our communities. I would like to thank the commissioners, licensing, legal and technology staff from these agencies for their work in simplifying a very complex process."

Commissioners Donald J.DeFronzo, DAS, Joette Katz, DCF, Terrence W. Macy, DDS, and Jewel Mullen, DPH issued a joint letter to community-based entities announcing "that our agencies have signed a Memorandum of Understanding regarding the creation of a Uniform Licensing Application and the operation of a web-based filing and storage system for required licensing documents. Our goal in developing this common application and utilizing the web-based system is to improve the efficiency of the licensing process by consolidating the requirements of each agency's licensing process and eliminating unnecessary duplication of documents submitted for licensing purposes."

Barry M. Simon, President & CEO of Oak Hill stated, "Our organization is licensed by two state agencies and holds over 70 licenses with the State for the purpose of supporting individuals with intellectual disabilities in community-based settings. We appreciate this approach in utilizing technology to simply the licensing process."
