GOV. MALLOY SELECTS SHELBY BROWN AS EXECUTIVE ADMINISTRATOR OF THE OFFICE OF GOVERNMENTAL ACCOUNTABILITY
(HARTFORD, CT) - Governor Dannel P. Malloy today announced that he has appointed Shelby J. Brown of East Hartford to serve as Executive Administrator of the Office of Governmental Accountability (OGA).
"The offices within OGA carry important functions of state government that are crucial to ensuring transparency, efficiency and fairness," Governor Malloy said. "While each of the offices within the agency retain their independent decision-making authorities, the executive administrator performs important duties that allow the state to be responsive to residents while ensuring it is run as efficiently as possible. I congratulate Shelby on this appointment and am confident in her ability to work collaboratively with each component of the agency."
"It is certainly an honor to receive this appointment," Brown said. "The nine regulatory agencies of OGA serve unique, but very important functions for the people of the State of Connecticut. I am highly impressed by the energy and commitment of these offices, boards and commissions and look forward to working with them to continue defining this young agency."
Currently, Brown serves as Associate Director of Employee Relations and Chief Learning Officer with the Connecticut Board of Regents for Higher Education. Prior to that, she served as Director of Human Resource Management Systems and Training with the state's higher education system. She brings over 14 years of human resources and organizational development experiences to bear on this opportunity.
She is a member of the Society for Human Resource Management Association of Central Connecticut, the International Public Management Association for Human Resources, the Connecticut Association of Diversity and Equity Professionals, the American Society of Training and Development, and the State of Connecticut Agency Personnel Management Committee.
She received a Master of Education from Harvard University and a Bachelor of Arts from Trinity College. She has also studied management at the doctoral-level at the University of Maryland.
The OGA Executive Administrator is responsible for coordinating the administrative functions to nine state offices that are incorporated within the agency, including the:
  • Board of Firearms Permit Examiners;
  • Freedom of Information Commission;
  • Judicial Review Council;
  • Judicial Selection Commission;
  • Office of the Child Advocate;
  • Office of State Ethics;
  • Office of the Victim Advocate;
  • State Contracting Standards Board; and
  • State Elections Enforcement Commission.
The position most recently had been held by David Guay, who in October was appointed by Governor Malloy to serve as Executive Director of the State Contracting Standards Board.
The Governor selected Brown from a list of approved candidates presented to him by the Governmental Accountability Commission, as required under state law. Ranked in order of preference, the commission, which is comprised of the nine executive directors and chairpersons of each office within OGA, chose Brown as their top candidate.
She will begin the position on January 10, 2014 on an acting basis. Her appointment is subject to confirmation by the General Assembly.
