GOV. MALLOY APPOINTS DAVID GUAY TO SERVE AS EXECUTIVE DIRECTOR OF THE STATE CONTRACTING STANDARDS BOARD
(HARTFORD, CT) - Governor Dannel P. Malloy today announced that he is appointing David Guay of South Windsor to serve as Executive Director of the State Contracting Standards Board (SCSB). He will begin serving in the role on October 18.
Guay is currently Executive Administrator of the Office of Governmental Accountability (OGA), which coordinates administrative functions to nine state offices, including SCSB. OGA was established in 2011 in an effort to streamline administrative functions.
"I want to thank David for his work in helping establish the Office of Governmental Accountability as part of our overall efforts to make state government more efficient," Governor Malloy said. "I am pleased that he has agreed to accept this appointment as the first Executive Director of the State Contracting Standards Board and I look forward to having him serve in the role."
"Two years ago, I was honored when Governor Malloy asked me to be the first Executive Administrator for the Office of Governmental Accountability. I was then, and am still now, a stalwart believer in Governor Malloy's vision of a stronger, more efficient, more transparent state government. That is why I jumped at his offer to lead the newly created Office of Governmental Accountability," Guay said. "I am proud that OGA maintained the integrity of state services for the nine oversight agencies while saving the state tax dollars. I now look forward to the challenge of being the first Executive Director of the State Contracting Standards Board."
The SCSB was established through legislation in 2007 and went into effect in 2009, however has not had any staff up until now.
Claudia Baio, Chair of SCSB, said, "David Guay has been tremendously helpful up to this point and I look forward to him officially being appointed as our Executive Director."
Following Guay's resignation as Executive Administrator of OGA, the Governmental Accountability Commission will be required to make recommendations to the Governor for a replacement appointee.
