GOV. MALLOY: STATE SUBMITS ACTION PLAN FOR DISBURSAL OF $72 MILLION IN FEDERAL DISASTER FUNDS
Community Development Block Grant Disaster Recovery Plan Sent to HUD for Final Approval
(HARTFORD, CT) - Governor Dannel P. Malloy today announced the state has finalized its action plan for disbursing $71.82 million in federal funding to address the critical needs of Connecticut residents and businesses affected by Storm Sandy. The plan is being submitted to the U.S. Department of Housing and Urban Development (HUD) for final approval.
"This plan provides the roadmap for recovery for Connecticut residents and businesses in the wake of Storm Sandy," said Governor Malloy. "Time is of the essence, so I have requested an expedited review process by HUD so that we can get these critically needed funds out to residents and businesses as quickly as possible."
Prepared by the state Department of Housing, the action plan details how funds will be expended to assist individuals, families, small businesses, and others.
Highlights of the plan include:
  • $30 million to help homeowners repair damage;
  • $26 million to rehabilitate and rebuild low and moderate-income multifamily homes;
  • $4 million to assist a wide range of businesses affected by the storm;
  • $4 million to address infrastructure needs that pose health and safety risks;
  • $2.2 million for public building repairs; and
  • $2 million for planning activities, including plans for future mitigation.
"In addition to the funding that will help Connecticut's residents and businesses recover from one of the most severe and destructive storms in our history, we will support efforts to mitigate future damage," said Department of Housing Commissioner Evonne Klein. "Assistance will be provided to help develop consistent and coordinated planning between state and local agencies, and fund training and other initiatives that promote preparedness and efforts to improve disaster resilience at all levels."
HUD is providing the $71.82 million grant through its Community Development Block Grant-Disaster Recovery (CDBG-DR) program. Funding can be used for repairs of single-family and multifamily housing, infrastructure, public facilities, as well as small businesses in Fairfield, New London, New Haven, and Middlesex counties and the Mashantucket Pequot tribal area.
A seven-day public comment period on the plan closed June 4. Comments received by the department were reviewed and considered, and appropriate revisions were made to the plan before today's submittal to HUD.
