GOV: MALLOY: GREENWICH, KILLINGLY, AND WILTON AWARDED GRANTS TO BUILD CONGREGATE SENIOR HOUSING
$14.6 Million Will Fund 53 New Units in Three Developments
(HARTFORD, CT) - Governor Dannel P. Malloy today announced $14,655,817 in funding to help create 53 units of congregate elderly housing in three different developments in Greenwich, Killingly, and Wilton.
"Affordable housing is a critical component of a strong economy," said Governor Malloy. "But perhaps most importantly, it's projects like these that will make it possible for our seniors to stay in the communities they helped to make such great places to live. Our state is getting older, and we need to take steps to make sure that seniors have access to affordable housing that meets their needs. The investments we are announcing today will do just that."
Funding for these three developments is being awarded pursuant to a highly competitive public RFP process in which applicants first submitted conceptual proposals and then detailed applications demonstrating the need for this housing in the community, the project's financial feasibility, and the readiness and capacity of the applicant.
"These congregate projects are great examples of how the state can partner with municipalities to address critical needs in their communities. But this is just one way the Malloy administration is changing the state's focus and commitment to housing," said Evonne M. Klein, who was confirmed earlier this year as commissioner of the new Department of Housing. "More financial support is key, but there are institutional changes going on as well. Governor Malloy created a separate housing agency to consolidate the disparate housing functions of several state agencies into a centralized office, one that can provide a coordinated and comprehensive approach to the state's housing agenda."

Hill House II, Greenwich - Hill House, Inc will receive a $7,464,053 grant to create 24 new units. These funds will leverage an additional $500,000 private grant to enable Hill House to expand its existing congregate facility of 38 units to reduce the waiting list for open units.

Maple Courts II, Killingly - The Killingly Housing Authority will receive a $1.5 million grant to expand its existing congregate facility to include six new congregate units, which will provide homes for people who have been on the facility's waiting list. The new units will enhance the financial sustainability of the facility without significantly raising the rents of the existing units.

Wilton Commons II, Wilton - Mutual Housing of Southwestern Connecticut, Inc. will receive a $5,691,764 grant to create 23 new congregate units as part of the second phase of this development. MHASWCT has nearly completed the first phase of Wilton Commons, which consists of 51 units of affordable elderly units.
State-financed congregate housing offers seniors who are sixty-two years old or older affordable housing with the supportive services necessary so they can maintain a quasi-independent lifestyle. Residents have private living quarters and dine communally in a central dining area. This housing is intended for people who have temporary or periodic difficulties with one or more essential activities of daily living.
The funding requires State Bond Commission approval.
