GOV. MALLOY RECEIVES MEMO FROM COMMISSIONER BRADFORD ON TRAFFIC ENFORCEMENT
(HARTFORD, CT) - Governor Dannel P. Malloy this afternoon
received a memo
from Department of Emergency Services and Public Protection Commissioner Reuben F. Bradford regarding an email sent last week from a State Police Lieutenant to his troop concerning traffic enforcement.
"In that memo, Lt. Schirillo clearly establishes suggested goals for his troop for the coming 24-hour shift period. I can see how this memo might be misinterpreted by some as a quota system," Commissioner Bradford wrote in his memo to the Governor.
"Based upon a review of the available facts as well as an explanation provided by Lt. Schirillo, it is apparent that there was no intent to implement or set any type of quota, which are prohibited by CGS Section 29-2b. Lt. Schirillo's intention was to encourage the hard working men and women within his command in their efforts to enhance public safety. Lt. Schirillo has acknowledged that his email outlining his unit's objective was not properly phrased, and he regrets any misunderstanding this may have created."
Governor Malloy had requested Commissioner Bradford report back to him with information on the subject shortly after learning of the email late last week. At a news conference, Governor Malloy called quotas both "not appropriate" and "illegal."
