GOV. MALLOY ANNOUNCES NOMINATION OF
JUDGE CARMEN ESPINOSA TO APPELLATE COURT
(HARTFORD, CT) - Governor Dannel P. Malloy today announced his nomination of Judge Carmen Espinosa for Connecticut's Appellate Court. Judge Espinosa will take the place of Judge Lubbie Harper once his nomination to the Supreme Court is confirmed.
"Judge Espinosa is a strong, fair and well-respected member of the Superior Court. It is an honor to nominate her for elevation to the Appellate Court," said Governor Malloy. "Judge Espinosa's work in the courtroom and her long history of commitment to serving the community are truly outstanding. She will be an invaluable addition to the Appellate Court."
"I am honored to have the opportunity to serve on the Appellate Court and continue my work to ensure justice for the citizens of Connecticut," said Judge Espinosa. "In the last couple of decades, the Appellate Court has had an enormous impact on Connecticut's legal system and I am looking forward to serving with the highly-respected members of that Court who are working diligently to uphold state law on behalf of all of our residents."
Judge Espinosa was the first Hispanic judge appointed to the Superior Court, where she has served three terms since 1992. She has served on the Sentence Review Division, the Client Security Fund Committee, and was a member of the Judicial Branch Education Committee of the Connecticut Judges' Institute. Prior to becoming a Superior Court judge, Judge Espinosa was an FBI agent and an Assistant U.S. Attorney. She graduated from Central Connecticut State University in 1971, earned her Master's Degree in Hispanic Studies from Brown University, and her law degree from George Washington University. Judge Espinosa served on the Advisory Board to President Judd of Central Connecticut State University regarding Latino Affairs and has been involved with Community Mental Health Affiliates.
