A regular meeting of the Freedom of Information Commission was held on January 25, 2017, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting convened at 2:16 p.m. with the following Commissioners present:

Colleen M. Murphy reported that Commissioners Daly and Winkler had been nominated for another term and would have their confirmation hearings before the Executive and Legislative Nominations Committee Thursday January 26, 2017.
Paula S. Pearlman reported on legislation.

The Hearing Officer’s Report is amended as follows:
10. At the commencement of the hearing, the complainant requested that the hearing officer recuse himself on grounds of alleged bias. The complainant offered no evidence or argument in support of his request, which was denied.
[10.] 11 At the hearing, the complainant refused to testify, present evidence, or argue in support of his complaint, or answer questions about his complaint.
Paragraphs 11-15 are now renumbered to become paragraphs 12-16.
