     The above-captioned matter was heard as a contested case on November 15, 2012, at which time the complainants and the respondents appeared and presented testimony, exhibits and argument on the complaint.  At its regular meeting of January 23, 2013, the Commission considered, but did not adopt, a Report of Hearing Officer, dated December 21, 2012.  After discussion, the Commission unanimously voted to table the matter.
     By letter dated March 19, 2013 and filed March 21, 2013, the complainants notified the Commission that they wished to withdraw their complaint in this matter.  The Commission takes administrative notice of such withdrawal. 
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  Based upon the withdrawal, the complaint is hereby dismissed.
