     The above-captioned matter was scheduled to be heard as a contested case on May 7, 2013, at which time the complainant and the respondents appeared. 
     At the outset of the hearing, the respondents provided to the complainant the record that was the subject of this appeal, and the complainant stated that she therefore wished to withdraw her complaint.  The Commission takes administrative notice of such withdrawal. 
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  Based upon the withdrawal, the complaint is hereby dismissed.
