     The above-captioned matter was scheduled to be heard as a contested case on November 20, 2012 at which time the complainant and the respondents appeared to stipulate to certain facts and present testimony, exhibits and argument on the complaint. 
     However, the parties reached a settlement of the complaint and by letter dated November 28, 2012, the complainant withdrew his complaint. The Commission takes administrative notice of such letter.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  The complaint is hereby dismissed.
     2.  The Commission commends the parties on having reached a settlement.
