     The above-captioned matter was scheduled to be heard as a contested case on September 18, 2012, at which time the complainant and the respondent appeared.  At such time, the complainant informed the Commission that he believed that it would be in the best interest of all of the parties to leave the issues in the case in the past and move forward together.  For this reason, the complainant withdrew his complaint.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. Based on the complainant’s withdrawal, the case is hereby dismissed.
     2.  The Commission commends the parties on having reached a non-litigated resolution in this matter.
