     The above-captioned matter was scheduled to be heard as a contested case on August 24, 2012 at 9:30 A.M., at which time the respondents appeared, but the complainant did not appear to prosecute the case.  Counsel for the respondents submitted 67 pages of records that the respondents had provided to the complainant in response to his request for records.  The records were marked as respondents’ exhibit 1.  Counsel represented that the records comprising exhibit 1 are all of the records in the respondents’ possession that could in any way be responsive to the complainant’s request. 
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  The complaint is hereby dismissed.
