    The above-captioned matter was scheduled to be heard as a contested case on November 22, 2011, at which time the complainant appeared, but the respondents failed to appear.  By motion dated November 23, 2011, the respondents requested that the hearing be reopened, claiming that the Commission failed to provide notice of such hearing.  The hearing officer, by order dated November 28, 2011, reopened the hearing, and the hearing was rescheduled.
    By letter dated March 14, 2012, and filed March 15, 2012, the complainant withdrew the complaint in this matter.  The Commission takes administrative notice of such letter.
    The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  Based upon the withdrawal, the complaint is hereby dismissed.
