The above-captioned matter was heard as a contested case on August 19, 2015, at which time the complainant and the respondents appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint. 

     However, by letter dated September 2, 2015, the complainant informed the Commission that he wished to withdraw his complaint.  The Commission takes administrative notice of such letter.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1.  Based on the complainant’s September 2, 2015 letter of withdrawal, the complaint is hereby dismissed.
