The above-captioned matter was scheduled to be heard as a contested case on April 6, 2015, at which time the complainant and the respondents appeared and presented testimony, exhibits and argument on the complaint.  During the hearing, the complainant requested a recess for the purpose of conducting off the record settlement discussions with the respondents without the presence of the hearing officer.  The hearing officer granted the request.  Thereafter, by letter dated April 6, 2015, the complainant withdrew his complaint.   The Commission takes administrative notice of such withdrawal.

     The following order by the Commission is hereby recommended on the basis of the withdrawal of the above-captioned complaint:

     1.  Based upon the withdrawal, the complaint is dismissed.
