     The above-captioned matter was heard as contested case on October 15, 2013, at which time the complainants and the respondents appeared and presented testimony and argument on the complaint. In light of the extensive array of business records requested in detail, the parties also expressed their desire to negotiate a resolution of the case following the hearing. Pursuant to a framework discussed at the hearing, the respondents filed with the Commission four affidavits with attached records on November 26, 2013.
     By letter dated December 10, 2013, the complainants reported to the Commission that the matter “has been satisfied to completion.”
     The following orders by the Commission are hereby recommended on the basis of the record:
     1.  Based on the withdrawal of the complaint, the case is hereby dismissed.
     2.  The Commission commends all parties, and especially attorney Alice Sexton, on having reached a settlement without full adjudication.
