Important Information About How To Obtain Copies of Connecticut Income Tax Regulations

PURPOSE: To provide current information on how to obtain a copy of Connecticut income tax regulations.

BACKGROUND: When the Department first gave notice of its intent to adopt income tax regulations in November 1993, the Commission on Official Legal Publications choose not to publish the proposed regulations in the Connecticut Law Journal because of the cost involved. Because of the costs involved in reproducing and mailing those regulations, the Department decided to charge for copies of the proposed income tax regulations. (The amount charged varied, depending on whether the regulations were picked up at the main offices of the Department or were mailed.)

Now that the income tax regulations have been approved, the Commission on Official Legal Publications has decided, because of the costs involved, not to publish the approved regulations in the Connecticut Law Journal.

NEW POLICY: To save the costs of mailing the income tax regulations and the cost of processing checks received to cover those mailing costs, the Department has adopted the following new policy effective as of the date of issuance of this Announcement:

The Department will not charge for copies of the income tax regulations if they are picked up at its main offices.

NOTE:  The main offices are now located at 25 Sigourney Street, Hartford.

The Department will require anyone who wishes to have the income tax regulations mailed to him or her to provide a self-addressed envelope, at least 12" by 15 1/2" in size, with $3.00 in postage affixed. (This is the cost of first class delivery by the United States Postal Service of one copy of the income tax regulations to an addressee anywhere in the United States.) This self-addressed stamped envelope should be sent to:

Department of Revenue Services
25 Sigourney Street
Hartford, Connecticut 06106
Attn: Mail Unit, Income Tax Regulations Request

EFFECT OF THIS DOCUMENT: An Announcement is a document that alerts taxpayers to important information. Such information may involve new administrative policies or procedures of the Department.
