Branch Activity

Section 36a-145 of the Connecticut General Statutes requires certain applications for a branch, or for a limited branch at which loans will be made, address how the establishment of the branch will be consistent with safe and sound banking practices and promote the public convenience and advantage.  Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days.  Questions concerning branch activity should be directed to the Financial Institutions Division, (860) 240-8180.

Community Reinvestment Plan

On October 21, 2015, Darien Rowayton Bank filed a community reinvestment plan that is available for public inspection and comment at the Department of Banking for a period of 30 days.   The community reinvestment plan was filed in connection with Darien Rowayton Bank’s application on October 21, 2015 to establish a full service branch at 211 East Putnam Avenue, Cos Cob, CT  06807 pursuant to Section 36a-145 of the Connecticut General Statutes.


CONSUMER CREDIT DIVISION ACTIVITY
Order Revoking Consumer Collection Agency License and Order to Cease and Desist

On October 28, 2015, the Commissioner issued an Order Revoking Consumer Collection Agency License and Order to Cease and Desist (“Order”) in the Matter of:  Richard J. Boudreau & Associates, LLC (“Respondent”), Woburn, Massachusetts.  The Order was based on Respondent’s failure to maintain a surety bond that runs concurrently with the period of its consumer collection agency license, in violation of Section 36a-802(a) of the Connecticut General Statutes.  The Order revokes Respondent’s license to act as a consumer collection agency in Connecticut from 50 & 55 Tower Office Park, Woburn, Massachusetts, and orders Respondent to cease and desist from violating Section 36a-802(a) of the Connecticut General Statutes.


Consent Order

On October 28, 2015 the Commissioner entered into a Consent Order with Educational Funding Company, Inc. ("Educational Funding "), Chevy Chase, Maryland.  The Consent Order was based on an examination and investigation by the Consumer Credit Division.  As a result of such examination and investigation, the Commissioner alleged that Educational Funding failed to make its records available to the Commissioner and otherwise cooperate with the Commissioner, in violation of Section 36a-17(d) of the Connecticut General Statutes.  As part of the Consent Order, Educational Funding acknowledged that its consumer collection agency license was deemed expired, and that as of October 1, 2015, Educational Funding was no longer licensed to act as a consumer collection agency in Connecticut, and any such operations in Connecticut must cease until such time as Educational Funding again holds such a license.
