DMV Records and the Freedom of Information Act
The Freedom of Information Act (Section 1-200 et seq. of the Connecticut General Statutes) affords access to public meetings and public records of all state agencies.  

Personal information from an individual’s motor vehicle record is not public, and is not available through a Freedom of Information request.  A motor vehicle record is any record that pertains to an operator’s license, instruction permit, identity card, registration, certificate of title or any other document issued by the Department of Motor Vehicles.  Connecticut’s privacy law (Section 14-10 of the Connecticut General Statutes) and the federal Driver’s Privacy Protection Act restrict the release of personal information contained in an individual’s motor vehicle record. 
A vessel record is not subject to privacy laws because it is specifically excluded from the definition of a “motor vehicle record” under Connecticut law.

If you are seeking your own motor vehicle records, or if you fall under an exception to the privacy laws, please follow these instructions

The following information cannot be released under the Freedom of Information Act:
  • A copy of a driver history record;
  • A copy of any document from a motor vehicle record, such as motor vehicle registrations, title and license documents.
