Fee Waiver for Non-Driver ID Applicants

 

Non-driver ID card applicants can request a fee waiver under certain circumstances.  Applicants requesting a fee waiver must submit all of the required documents to prove identity and provide additional information outlined below to the DMV.  

 

Applicants of a homeless shelter (who provide proof of residency)  

The proof must come from an authorized shelter or transitional housing location in Connecticut.  The identification card application (form B-230) must be signed by an official from the shelter or transitional housing location.

 

A certified homeless youth (ages 15-17) or certified homeless young adult (ages 18-24) 

A "certified homeless youth" is not in the physical custody of a parent or legal guardian, and who is a homeless child or youth, as defined in 42 USC 11434a, as amended from time to time. 

To qualify for the fee waiver, the Connecticut Identification Card application (form B-230) must be signed by one of the following officials:
  1. A school district homeless liaison.  See additional information from the state Department of Education
  2. The director of an emergency shelter program funded by the United States Department of Housing and Urban Development, or the director’s designee.  See additional information here under "List of Emergency and Transitional Shelters in CT."
  3. The director of a runaway or homeless youth basic center or transitional living program funded by the United States Department of Health and Human Services, or the director’s designee.  See additional information here.
  4. The director of a program of a nonprofit organization or municipality that is contracted with the homeless youth program established pursuant to section 17a-62a. See additional information here under "List of Emergency and Transitional Shelters in CT."

 

Blind veterans  

To qualify for the waiver, a Certificate of Blindness form from the Bureau of Education and Services for the Blind or a letter from a doctor/optometrist that they meet the definition of blind as defined in Connecticut General Statutes 1-1f(a) and provide a DD214 indicating they have been honorably discharged.
