Removal of "Under 21" Statement from License
Although this is NOT a requirement, you may request to have the "Under 21 Statement" removed from your license through the mail. The fee is $5.00 and your current photograph on file will be used for the new license. The fee can be paid with a check or money order made out to "DMV."
To remove the statement, please complete DMV Form CI-3 and mail it with your payment to:

You may submit your request up to a week before your 21st birthday or after. Upon receipt of your request, you will be mailed a new license within 20 business days.
You may not make any other changes to your license with this request by mail to remove the "Under 21" statement. If you make this request through the mail, and later choose to get a new photograph on your license, you must visit a DMV service location and a $30.00 duplicate fee will be charged.
