- I was late for my vehicle’s emissions test months ago, why am I receiving a late fee notice now?
Answer: In August of 2015, DMV temporarily stopped issuing late fees when it installed a new computer system. As a customer convenience, the agency kept the temporary stop until completing a review of vehicle and late-fee data. With that review completed, DMV now needs to comply with state law requiring us to issue the bill. In June 2016, DMV resumed issuing late fees for overdue emissions tests.
- How can I dispute my emissions test late fee?
Answer: Late fee notices cannot be disputed at a DMV office, however you can contact DMV to dispute your fee through the following ways:
• By Phone: You can call DMV at 860-263-5333 or 860-263-5611.
• By Mail: Include the vehicle owner name, license plate number of the vehicle and a daytime phone number where you can be reached. Please mail to: DMV, Emissions Division, 60 State Street, Wethersfield, CT 06161
- How can I pay my emissions test late fee?
Answer: You can pay the emissions test late fee in three different ways:
• Online by visiting this website.
• By mail. Your payment must include the enclosed envelope and invoice stub that came with your bill.
• In-person at any DMV office. Here is a list of offices.
- Can I add my late fee payment with my online registration renewal payment?
Answer: No, the emissions test late fee must be paid separately through a unique online payment system.
- How can I find out if I owe an emissions test late fee?

- I was told I would be mailed a notice for a late fee, but I have yet to receive one. When will I get it?
Answer: In June 2016, DMV began sending notices to vehicle owners. Distribution of these notices will take place over the course of several months. Vehicle owners may not receive their notice until several months after missing the test due date.
- I have yet to pay my late fee, will I still be able to renew my registration?
Answer: Yes. DMV is providing a temporary reprieve for vehicle owners by allowing them to register vehicles while still owing a late fee. However, DMV is advising vehicle owners to make their late fee payments when they receive a notice. DMV will be announcing a cutoff date when vehicle owners who fail to pay their late fee will be stopped from registering vehicles.
- I no longer own the vehicle, why did I get a notice for a late fee?
Answer: The late fee notice was sent to the owner of the vehicle at the time the test deadline was missed.
- I moved out of state, do I still have to pay the emissions late test fee?
Answer: Yes, the emissions test late fee was assessed at a time when the vehicle was still listed on record as being registered in the state of Connecticut.
- I mailed my late fee to DMV, will I be mailed a receipt for my payment?
Answer: No. You will not be mailed a receipt following a mailed payment. Please keep a copy of your late fee notice, and check or money order for your records. You can call DMV at 860-263-5333 or 860-263-5611 to confirm your payment was received. If you choose to call, please have ready the vehicle owner name, date of birth and vehicle plate number.
- I recently moved, how do I know if my late fee was sent to the correct address?
Answer: The emissions late fee notice will be mailed to the vehicle owner’s current address on file at DMV.
- I provided my e-mail address when I paid my late fee online, what will my address be used for?
Answer: The e-mail address provided during the online late fee payment process will be used to send a confirmation receipt for payment. It does not sign up the customer to be e-mailed any other official notices from DMV.
- I just had my vehicle tested for emissions and I was told I owe a late fee, can I pay my fee now?
