State Police Motor Vehicle Fraud Task Force Makes Arrest

for Criminal Impersonation and Forgery

in License Issuance Case

         

Recently the State Police Motor Vehicle Fraud Task Force initiated an investigation into the possibility of the fraudulent issuance of a Commercial Drivers License with a Hazardous Material Endorsement.  

On 06/03/08 at approximately 3 p.m.  Charles Mensah was arrested by members of the Motor Vehicle Fraud Task Force.  Mensah was arrested on sight at his residence in East Windsor, CT. 

This arrest was the result of a criminal investigation based on information received from the Department of Motor Vehicles and a Bio Facial Recognition System which revealed that Mensah had possibly obtained two separate Connecticut CDL Drivers Licenses both with Hazardous Material Endorsements through the DMV (one under his name and one under the name of another person). 

A Bio Facial Recognition System works with the photo taken on a driver’s license or non-driver identification card. The image is stored as a digital image and each image is assigned an individual number. The software of this program is able to compare any new image as it is introduced into the system to images on file. Comparisons are made and subsequently result in the identification of individuals who are fraudulently attempting to possess multiple credentials for a variety of reasons.

  

Arrested: Charles Mensah      d.o.b  3/6/1958) age 49

               101 Rockville Road East Windsor, CT.  Mensah

Charges: 1 count of Forgery 2nd Degree in violation of C.G.S. 53a-138,

              1 count of Criminal Impersonation in violation of 53a-130. 

He was processed and released on a $1,000 cash bond with a court date of 6/17/2008 at Enfield Superior Court G.A. 13.
