Report to the General Assembly on State Water Allocation Policies

The Connecticut Department of Environmental Protection has prepared a Report to the General Assembly on State Water Allocation Policies which comprehensively examines the state’s nearly twenty year program for water allocation.  The report offers a critical evaluation of water management programs presently used by the DEP and makes recommendations including the establishment of a broadly representative task force to fully evaluate recommendations for developing and implementing a comprehensive water allocation system in Connecticut.

The report was developed in response to Public Act 98-224, which required DEP to provide the Connecticut General Assembly’s Committee on the Environment the following:

  • information on the number of diversion registrations (2092) filed prior to July 1, 1983;
  • known withdrawal quantities;
  • identification of which withdrawals are currently active;
  • an assessment on adequacy of existing allocation policies in protecting and preserving the integrity of water resources while providing for public drinking needs; and,
  • an established methodology for allocating water.
