Permitting Assistance and Client Concierge

Pre-Permit Application Assistance

The purpose of pre-application permit assistance is to help those seeking information concerning which DEEP permits and licenses may be needed for a particular project. Assistance can be provided for either single-media permit project (for example, air emissions or stormwater discharges) or for multi-media permit projects (for example, water discharge, waste management and coastal permits)Before requesting a pre-application meeting, please review the Department’s User Guide to Environmental Permitting webpageThis page provides many fact sheets and concise information concerning all of DEEP’s permitting programs and more.

 

Pre-Application Meetings:  To request to meet with DEEP staff concerning DEEP's regulatory requirements for an activity, please complete the Pre-Application QuestionnaireThe completed responses will help ensure that appropriate staff attend the meeting.

  • Note:  If applicable, attach a site plan along with thcompleted questionnaire or bring a site plan to the pre-application meeting. Please refer to the Pre-Application Guidance to better prepare for the pre-application meeting.

Client Concierge Service

The Client Concierge Service is DEEP’s Central Office point-of-contact for providing assistance post-permit application submittal. The Concierge Team facilitates communication and fulfillstakeholder project needs by guiding projects through the environmental permitting process in a timely manner. Services provided by the Client Concierge Team:

  • Single point-of-contact for Applicant to get information on the status of their permit application;

  • Post-permit application assistance, including coordinating meetings and follow-up on complex permitting projects within DEEP and with other State agencies; and

  • Supporting DEEP’s Permitting Programs

Certain projects within available resources will receive added support from the DEEP’s Client Concierge Service, which provides assistance in obtaining permits to regulated parties who have priority development projects with ambitious timeframes, projects with a significant economic development impact, and projects that involve multiple programsTypes of projects may consist of:

  • Projects involving COVID-19 response, including projects important to the State’s economic recovery from COVID-19;

  • High visibility projects,including those identified as high-priorities by local governments;

  • Projects with multiple permitting requirements or cross-cutting programmatic needs which include other criteria from this list;

  • Projects that support economic development including projects located in an Enterprise Zone or Opportunity Zone;

  • Projects located on a brownfield site/ in a Brownfield Program;

  • Projects that promote transit-oriented development;

  • Projects involving a green technology business which include other criteria from this list; and

  • Projects identified through the joint prioritization of Commissioners of DEEP and DECD.
